NYC TLC License Explained

The NYC Taxi and Limousine Commission (TLC) regulates all for-hire vehicle service in New York City — taxis, black cars, livery, rideshare, limousines. A TLC license is required for both vehicles (vehicle license) and drivers (For-Hire Vehicle Driver license). Riders should care because the license is the only meaningful baseline of safety and accountability.

TLC Driver Requirements

  • Valid NY State driver's license (3+ years)
  • Background check + fingerprinting through TLC
  • Drug test (annually)
  • Mandatory TLC training program (24+ hours)
  • Defensive driving course completion
  • Ongoing fitness for duty inspections
  • Sex offender registry check

TLC Vehicle Requirements

  • Annual vehicle inspection (every 4 months for high-mileage)
  • Commercial insurance ($100K+ liability minimum)
  • TLC plate visible on vehicle
  • Vehicle age limit (typically 5-7 years depending on category)
  • Sticker decal showing TLC base affiliation

TLC Base License

Black car services operate under a TLC Base License — a separate registration distinct from the individual driver license. The base dispatches vehicles, holds insurance, and is liable for service. Without a TLC base, an operation is illegal in NYC.

Why This Matters

A TLC license is the only baseline assurance that the chauffeur passed background and drug tests, the vehicle is insured and inspected, and the operation is regulated.
